The More Matriculation Certificates the More State’s Resident

The most excited rally ‘Jharkhand Bachao’ ever have had taken place in Jharkhand after 15 years of her separation form Bihar. It was against ‘the 1932 survey made the cut off mark for eligibility for being resident of Jharkhand’. The rally was held on May 15, 2016 starting from Morabadi to Jaypal Singh Stadium where more than 15 thousand people from Simdega, Gumla, Chaibasa, Pakud, Khunti, and many other district of Jharkhand participated.

Deepa Minj, Samir Toppo, Ratan Munda, J. Kujur, Basil Kiro, Nayan Soreng, Milani Bhengra, Jasinta Kujur, Sushma Biruli and others led the Rally. “There are many students who passed matriculation from Bihar and other states, then why not they be called resident of that state itself?” Said Deepa Minj one of the leaders of the rally.

The domicile policy is not a new issue across the country but in Jharkhand there has been huge influx of outsiders (non-Adivasis) into Jharkhand. Thus, it becomes necessary to define who is an actual Jharkhandi and who will be given preference in education, jobs, etc. in the state. Those people who leaves the states in search of job, education and other purposes, would they be called the resident of that state? Raising the issue of Assam, Samir raised the question, why the Adivasis of Assam are not called the resident of the state? and how to define it? Therefore keeping in mind that the names in the khatiyan of 1932, the state should formulate this policy.
